It is approximately 19 miles from the Norfolk International Airport (ORF) to the Virginia Beach oceanfront and it takes approximately 25 minutes to travel that distance.

Regarding transportation, there are several rental car companies at the airport.  You can also take an UBER or LYFTE ride.  You can also check with the concierge at your hotel.  There might be a hotel at the oceanfront that will supply a shuttle but not likely, because of the long distance.
